Mrs. Yill Otero holds a degree in Latin American and Caribbean Studies and Business Administration from Florida State University. She has an MBA with a specialization in Marketing from the University of Latin America of Science and Technology, in addition to graduate and postgraduate degrees in Project Management, Governance and Political Management, Strategic Management of NGOs, Strategic Management, Coaching and Leadership, among others. Throughout her professional career she has held managerial positions as Director and Head of Units in public entities in the areas of international cooperation, investment attraction and exports promotion, and later on for almost two decades she worked with the United Nations promoting the programmatic coordination of the agencies of the UN system present in Panama, in close collaboration with other international organizations, academia, civil society and the private sector. She then was the Director of International Promotion of the Authority for Investment Attraction and Export Promotion of Panama (PROPANAMA). As of December 2022, Mrs. Otero was appointed as Viceminister of Multilateral Affairs and International Cooperation of the Ministry of Foreign Affairs.
I had the opportunity to participate in the ACE programme held in New Orleans in 2022 where I witnessed the great networking potential for business and cooperation partnerships. After participating in it, I promoted the signing of MOUs and exchange between Panamanian and US companies and entities. I am interested in inviting other national counterparts to participate in the Seattle edition to experience first-hand the diverse offer of this programme, because I forsee an opportunity for Panama to host it in the second semester of 2023.
