Biography

Kayla Huthoefer Nelson manages cross-sector special projects involving business, housing, and community initiatives that impact overall economic development and resiliency of the region. Kayla coordinates, directs, and implements projects that support the El Paso County Economic Development Departments initiatives which offer diverse incentives for businesses and leverage federal and state resources for housing and community development. She uses innovation and research-driven strategies to develop and manage equitable economic development policies and programs, including COVID-19 relief programs funded through the CARES Act and American Rescue Plan Act that have supported the recovery and resiliency of over 1,000 small businesses, nonprofits, and organizations with economic development-driven missions located within El Paso County and special initiatives such as the 2021 Americas Competitiveness Exchange Tour. Previously, Kayla Huthoefer Nelson has served as an Executive Director for the Adams County Convention and Visitors Bureau in Hastings, Nebraska, a Marketing Director for an automotive dealer, a Flight Attendant for Delta Air Lines, and a Consultant and Freelancer in Business and Community Development. Locally, in addition to her role with El Paso County, she is a Fellow of the Colorado Springs Mayor’s Civic Leaders Fellowship, and sits on community economic development committees, small business advancement groups, and regional recovery committees. Nationally, she works collaboratively with counties across the U.S. to share ideas and education on equitable economic development strategies as the Vice Chair of the National Association of County Community and Economic Development’s – Economic Development Committee, and while pursuing her Masters of Business Administration with a specialization in International Business, she serves as an Advisor to the University of Nebraska – Lincoln’s College of Business on their Inclusive Excellence Board of Advisors ensuring diversity, equity, and inclusivity are highlighted in university policies and program development.
