Santiago Javier Bartrina Von Eckartsberg, Commercial Attaché of Paraguay to Argentina and Uruguay, Ministry of Industry and Commerce. Master in International Business at Pompeu Fabra University, Barcelona, España. I am responsible for promoting bilateral trade, attracting foreign investment, and strengthening economic cooperation between both countries. My role involves identifying business and investment opportunities, supporting Paraguayan exporters, and fostering partnerships that contribute to sustainable economic growth. I work closely with public and private sector stakeholders to advance projects related to innovation, productive integration, and entrepreneurship, aligned with Paraguay’s national development strategy. Current priorities include promoting Paraguay as a competitive platform for regional production, enhancing value-added exports, and facilitating Argentine investment in key sectors such as agribusiness, manufacturing, renewable energy, and technology. Specialist of the Post Investment Service Unit Individual Consultant hired by IDB. Support foreign investors in search for solutions to operational obstacles and accompany them during the installation, investment, or reinvestment process, and implement follow up actions on claims to the relevant governmental organizations. Assist installed investors in search for local suppliers; and in coordination with the sectoral export desk, collaborate in the search for new export markets for these investors. Prepare management reports and participate in the design and update of the Annual Mission Plan. Perform Country profile presentations to foreign businesspersons and delegations, forums, and trade fairs, providing relevant information and advice on different investments incentives and regimes. Member of the organizing team of Expo 2020 – Dubai Paraguayan Pavilion of international events, such as the ‘Paraguay Business Forum’ and the ‘Paraguayan Meat Night’ held in Dubai, United Arab Emirates; hosted the stand of Paraguay at the Global Business Forum (GBF) during the mentioned expo. Active participation in the organization of the event ‘Invest in Paraguay’ in Asunción, with the assistance of more than 2200 local and foreign participants. Senior Export-Oriented Investment Specialist Inform and advise potential foreign investors on national projects identified and included in the Rediex bank of projects in search of financing. Provide continuous support to Paraguayan investors and companies in the search for counterparts, new markets and investment opportunities in Paraguay. Analyze problems of the regional integration of the border area, with the aim of applying national and international best practices in the resolution of the problems addressed. Promote institutional or inter-institutional working groups to promote actions/projects that support the national and regional productive chain to facilitate the establishment of foreign direct investments with an export focus, favoring the consolidation of cross-border value chains. Served as attaché of delegations of foreign businessmen during the presidential inauguration in August 2023, organizing agendas, high-level meetings, trips and city tours; coordinating activities with other delegations. Provide translations during events to non-Spanish-speaking entrepreneurs. Member of the inter-institutional coordinating team of Paraguay’s participation in Expo Osaka 2025, attending work meetings in Japan to collect information provided by the organization and report it to other members of the team and supervisors.
As the Commercial Attaché of the Republic of Paraguay in Argentina, I am focused on strengthening bilateral trade, attracting investment, and promoting innovation-driven economic cooperation between both countries. I am particularly interested in joining the ACE Córdoba program because it offers a unique opportunity to learn from Córdoba’s successful public-private-academic collaboration model and its dynamic innovation ecosystem, which are directly relevant to Paraguay’s current efforts to diversify its economy and foster entrepreneurship. Participating in this program would allow me to identify best practices and potential partnerships in sectors such as agribusiness, renewable energy, and technology — areas where Paraguay seeks to accelerate its transformation and deepen regional integration. I also see the program as a platform to showcase Paraguay’s investment potential, strengthen institutional networks, and promote joint initiatives that contribute to sustainable and inclusive economic growth across the MERCOSUR.
