
Jorge Tortos, Counselor, Permanent Mission of Costa Rica. I lead efforts in integrated development, collaborating with partners across the Americas. My role involves advising regional committees, negotiating, and facilitating discussions to craft resolutions and declarations. I also provide crucial monitoring and assistance for multilateral and south-south cooperation initiatives. With extensive experience in legislative, public policy, and diplomatic realms, I am dedicated to pioneering disruptive policies for sustainable development, addressing challenges like climate change and socioeconomic disparities. I hold a bachelor’s degree in political sciences from the University of Costa Rica, along with M.A degrees in Environmental Governance from the United Nations-mandated University for Peace, and Global Affairs and Management from Thunderbird, Arizona State University (with distinction). My pursuit of knowledge is further evidenced by diverse certifications from esteemed organizations and universities.
Inviting Costa Rica to participate in The Americas Competitiveness Exchange (ACE) is not just beneficial, but essential for fostering regional economic development, innovation, and entrepreneurship. Costa Rica’s inclusion in this ACEs edition would amplify the exchange of best practices and innovative solutions, drawing from the country’s rich experience in sustainable development, technology, and green initiatives. With its well-established reputation for environmental stewardship and commitment to renewable energy, Costa Rica can offer valuable insights into building resilient and environmentally sustainable economies. Incorporating the Permanent Mission of Costa Rica to the OAS into ACE will not only enrich the network but also strengthen ties among member states, promoting a culture of cooperation and mutual prosperity. As a leading high-level program within the OAS, ACE has the potential to catalyze transformative change, and Costa Rica’s involvement is integral to realizing this vision.
