
I am Lisa Florent-Montoute, Director for the National Competitiveness and Productivity Council in the Department of Finance, St. Lucia. As Director, I am responsible for providing recommendations and advice to the government and policy makers on actions to promote and enhance productivity growth and competitiveness in Saint Lucia, We are currently working on finalization of the Insolvency Bill project, a proposed legislation that will have a positive impact on the overall credit environment in Saint Lucia. Additionally, we launched the Collateral Registry and are working with other OECS Island to implement theirs. Also the NCPC developed a web based productivity measuring tool called the Protool that assists SME’s in measuring their productivity levels along with remedial actions to improve productivity. An ‘Enhancing Business Productivity training programme is currently ongoing to encourage SME’s to use the Protool. Previously I worked at the Office of the Budget as Assistant Budget Director with responsibility for planning and implementing the allocation of Budget Estimates for Government’s Capital and Project Expenditure. I hold a Bachelor’s Degree in Finance and Huma Resource Management, Certificate on Project Management and Post Graduate degree in Management Studies
